E-Migrate System For Employment Of Indian Nationals

NOTICE

Subject : New procedures for employment of Indian nationals— Introduction of eMigrate System with immediate effect.

 All Lebanese employers wishing to employ workers from India are hereby informed that eMigrate, the online system for getting Government of India clearance to employ Indian workers, is being introduced in the Embassy of India, Beirut with immediate effect.  The various steps involved in the eMigrate system are as follows:-

(I)         Registration

(A)       Register online on the eMigrate system at https://emigrate.gov.in.  Please ensure that all required documents are uploaded.

(B)       After completing the online registration process, please print out the registration application form, duly filled in and submit it to the Embassy of India, together with copies of all required documents, within 10 days of online registration.

(C)       The required documents for Lebanon are:-

(a)  Copy of specimen employment contract

(b)  Registration certificate from Registrar of Companies (RoC) in case of a Company

(c)  Copy of identity card of employer

(d)  Letter of authorization if employer is authorizing someone else to act on his behalf

(e)  Copy of specimen signature of authorized signatory attested by the employer

(f)   Copy of identity card of authorized signatory

(D)       The Embassy will process the application and once approved, the employer will receive an email with:

(a)        Printable acknowledgment letter

(b)        Login credentials

(c)        Unique Employer ID.

 

(E)       The above registration will be valid for five years. In that period, whenever the employer has to import workers from India, the following steps will have to be implemented:-

 (II)        Attestation of Visa (Please note that in the new system, there is no need to obtain an NOC from the Embassy before applying for the Lebanese work visa)

(A)       After work visa is issued by DGS, attestation of this visa by Embassy of India is required. For attestation, please submit the following:-

(a) Copy of Government approval/prior permit for recruitment of Indian worker from Lebanese Ministry of Labour with English translation. Both documents should be attested by Lebanese Ministry of Foreign Affairs and Emigrants. 

(b) Undertaking by employer for employing the Indian worker as per prior permit issued by Labour Ministry addressed to the Directorate of General Security with English translation. Both documents should be attested by Lebanese Ministry of Foreign Affairs and Emigrants.

 (c) Processing fee of LL 100,000/-

(III)       Online application for emigration clearance

 (A)      Employers should submit worker’s detail online in eMigrate specifying Job Designation, Salary etc. and upload the Visa copy attested by Indian Mission.

(B)       Email will be sent to employer with Job ID and Job Code which are auto generated by the eMigrate system.

(C)       Using the Job ID, employer should generate the employment contract, sign it and send to the worker.

(D)       Worker should then apply online  for emigration clearance,  choosing the desired Protector of Emigrants (POE) Office, using Job ID and Job Code, and uploading the following documents:-

 (a) Copy of passport

 (b) Pravasi Bharatiya Bima Yojna (PBBY-mandatory insurance policy)

 (c) Employment Contract signed by worker

 (d) Photograph.

(E) Worker should also make online payment of fee Rs. 200/- for emigration clearance. Offline payment through designated State Bank of India branches can also be made but challan receipt would need to be deposited in POE office by hand.
